Criminal Investigations Bureau Lieutenant

Lieutenant Jeff Kepley has a long history with the City of Cypress and the Cypress Police Department. He was raised in Cypress and attended the local schools including Lexington Junior High School, Cypress High School, and Cypress Community College.

Having chosen his career in law enforcement while still in High School, Lieutenant Kepley joined the Cypress Police Department in 1981 as a Police Explorer Scout. Following High School graduation, Lieutenant Kepley was employed as a Police Aide whereas he assisted the police officers in traffic control, parking enforcement, booking prisoners in the jail, lobby services, and miscellaneous errands.

In 1986, Lieutenant Kepley attended the police academy and returned to the Cypress Police Department as a sworn police officer. During his police career Lieutenant Kepley has worked several special assignments including Field Training Officer responsible for post-academy training of newly hired police officers, bicycle patrol officer, Personnel & Training Manager where he was responsible for the recruitment and selection process as well as in-service training for police department staff.

In 1995 Lieutenant Kepley was promoted to the rank of police sergeant, a supervisory position in the Patrol Bureau. After a few years in the Patrol Bureau, he worked in the Traffic Safety Bureau and later held the position of Jail Supervisor with oversight of jail staff, facility maintenance, as well as services and supply contracts.

In 1999 he was promoted to the rank of lieutenant. Lieutenant Kepley has been awarded certificates from the Commission on Peace Officer Standards and Training (POST) including Basic, Intermediate, Advanced, Supervisory, and Management certificates.

Lieutenant Kepley graduated from the California State University at Long Beach earning a Bachelor of Science degree in Occupational Studies with an emphasis on Emergency Services Management. Lieutenant Kepley continues his formal education working toward his Master's degree.
