2014-2021 Housing Element Update of the Cypress General Plan and Focused Amendments to the Land Use and Safety Elements Related to Flooding
Update of the Housing Element of the Cypress General Plan
The Housing Element is one of the seven State-mandated elements of the City's General Plan and must be updated for the established 2014-2021 planning period. The Housing Element identifies and assesses existing and projected housing needs and provides an analysis of constraints and resources relevant to meeting these needs. The Housing Element also establishes Cypress' goals, policies and programs for addressing its needs during the 2014-2021 periods. The proposed project consists of: 1) a General Plan Amendment to adopt and implement the City of Cypress 2014-2021 Housing Element, which represents an update of the City's existing Housing Element, and 2) amendments to the Land Use and Safety Elements to update flood information as required by law.
On April 22, 2013, a public workshop/study session with the City Council was held regarding the Housing Element Update. This workshop included a presentation to the City Council and the public regarding the community's identified housing needs, and also solicited input and direction for development of the Housing Element Update.
After the public meeting, the City's Housing Element consultant completed a draft Housing Element for 2014-2021. The City of Cypress submitted the Draft Housing Element to the State Department of Housing and Community Development (HCD) for a 60 day review. In response to the comments and recommended revisions received during July, 2013 City staff submitted a revised draft Housing Element on August 5, 2013. After addressing final comments from HCD regarding the draft Element, City staff is now presenting the revised draft Housing Element to the City Council for adoption at a public hearing on October 14, 2013 (refer to Public Hearing Notice link below). This draft Housing Element has been accepted by the HCD as compliant with applicable State Law (Refer to HCD compliance letter link below).
Additionally, the Environmental Analysis/Initial Study of the proposed General Plan Amendments associated with the 2014-2021Housing Element Update has been prepared and made available for a minimum 30 day review and comment period beginning on Friday, August 30, 2013.
The current 2008-2014 Cypress Housing Element may be found on this website under the link to the Cypress General Plan on the Community Development Department page, or at the Cypress Community Development Department located at 5275 Orange Avenue (City Hall). The Draft 2014-2021 Housing Element and associated documents, including the Initial Study and Mitigated Negative Declaration, can be downloaded and viewed by clicking on the links below. A copy has also been made available for public review at City Hall and the public library. Housing Successor Annual Report
The Housing Successor Annual Report regarding the Low and Moderate Income Housing Asset Fund has been prepared pursuant to California Health and Safety Code Section 34176.1(f). The report sets forth certain details of the City of Cypress Housing Successor activities during the fiscal year.
The Housing Successor Annual Report, Comprehensive Annual Financial Report (CAFR), and the former redevelopment agency’s pre-dissolution Implementation Plan are also provided pursuant to the requirements of Health and Safety Code Section 34176.1(f).
