Department Overview
Ted Commerdinger, Director of Community Development
The Community Development Department is divided into four (4) basic divisions consisting of Administration, Planning, Building and Redevelopment and Economic Development.
The
Departments overall mission involves the management
of the development review process. The Citys Development
Services Team consisting of a collaborative effort between
the Community Development Department and the Public Works
Department have adopted the following mission statement:
"Provide a high
quality sustainable environment for the City"
Much
of what the Community Development Department does and
what guides our actions starts with the creation or updating
of the City General Plan. The General Plan is a reflection
of the citizens' goals for the City. It serves as a blueprint
to guide development activity. The General Plan focuses
on the inter-relationship of land use, housing, safety,
open space, circulation, conservation and noise. Our
last comprehensive update was concluded in 2001.
Implementation
of the General Plan takes the form of
ordinances,policies, plans and standards such as the Zoning Code,
Various Specific Plans, Building Codes (Mechanical, Plumbing
and Electrical), Economic Development Policies and Programs and
Redevelopment Plans.
Based
on this framework, the Community Development Department
processes applications, conducts environmental reviews,
responds to outside agencies' proposals, checks plans,
issues permits, conducts inspections, enforces the plans
and laws, promotes economic development and redevelopment
to meet the goals set forth in the General Plan.

The role of this division is to implement the City Council’s goals for the physical development of the community as stated in the Cypress General Plan and Cypress Zoning Ordinance. The division’s objective is to provide a safe, attractive and business supportive community through the implementation of state and local requirements and the creation and maintenance of a balanced community that serves residents, businesses and visitors alike.

Contained within the Planning Division function, the city’s code enforcement effort promotes and maintains standards to preserve the quality of life and public safety for all those who live, work and play in Cypress. Its purpose is to improve the soundness of our neighborhoods and business centers through personalized contact, fair application of regulations and innovative solutions. This purpose is achieved through the cooperative efforts of property owners, business and members of the general public through their involvement, education and commitment to maintaining and enhancing their environment.
