Council Member Phil Luebben is serving his second term on the Cypress City He served as Mayor in 2006-07.

Council Member Luebben holds a bachelor's degree in Accounting from the University of Southern California and a juris doctorate degree from Loyola Law School. He is a licensed CPA and licensed Attorney and currently works as a Finance and Budgets Manager for the Southern California Edison Company. Council Member Luebben has a history of community involvement. He is a member of the Lexington Junior High School Site Council, a Local Board Member on the United States Selective Service Commission, a graduate of the Cypress Citizens Police Academy, and served as a Cypress Recreation and Community Services Commissioner from 1999 to 2004. Additionally, he is active in local youth activity groups including the Seal Beach Swim Club, and the VFW Youth Basketball League in conjunction with the South East Youth Organization (SEYO).

He is currently representing the City of Cypress on the following committees:

Council Member Luebben has roots in Cypress dating back to 1979. He, his wife Maricel, and their two children, have made Cypress their permanent home since 1998.
